What is OBIS?

OBIS, the Online Background Information System, is an internet based application that 1) collects biographical data from candidates applying for police and other public safety positions and 2) communicates that information to the key members of the recruitment team.

Why was OBIS developed?

OBIS was originally developed to efficiently collect background information for pre-employment psychological evaluations of police officer candidates. Psychologists use background information, in combination with psychological test data and interview data, to make determinations of psychological suitability of candidates for law enforcement positions. In fact, background information has been found to be a strong predictor of future job performance and job related problems for police officers.

The power of using an internet based background information collection system was quickly discovered. Not only could information be collected for the psychological evaluation but it could be disseminated to the recruitment staff for cross-checking with other information developed by the background investigation and polygraph examination. In effect, the process of collecting background information became a behavioral test of a candidate’s honesty and integrity.

We also found that the information collected by OBIS was so detailed and extensive that the background investigators began relying on the information for completing their background investigations. In the departments that use OBIS, it has become an integral part of the hiring process.

Now OBIS can be used 1) by psychologists for evaluations, 2) by departments for background investigations, or 3) in combination for testing candidate honesty and integrity.
